The zero-euro souvenir note is a French invention in the most literal sense — the format was created by Richard Faille and launched commercially around 2015, with Oberthur Fiduciaire in Rennes holding a near-monopoly on production. These notes are legal in format but carry no monetary value, issued for the tourist and collector market under a framework tolerated by the European Central Bank provided the face value printed is zero.
