The zero-euro souvenir note program, administered by PEAC (Paper Euro Art Concept), operates under an actual license from the European Central Bank — the ECB formally sanctioned these as legal collectibles in 2015, on the condition they carry no monetary value and cannot circulate. Oberthur Fiduciaire prints them to the same security specifications as genuine euro banknotes, including intaglio printing and embedded security threads, which is precisely the point: the collector is buying certified banknote manufacturing, not a novelty.
This Rembrandt issue ties to the 350th anniversary of his death, observed in 2019 across the Netherlands.
