The EuroSouvenir program, administered under license from the European Central Bank, authorizes the production of these zero-denomination notes as legal-format collector items — they cannot circulate as currency but must conform to genuine euro security specifications, including the embedded thread. Oberthur Fiduciaire, one of the few printers with ECB approval for euro production, handles the series, which gives these pieces a technical authenticity that purely decorative souvenir notes lack.
Riccione, the Adriatic resort town on the Rimini Riviera, joined a program that by 2018 had become a serious secondary collector market, with regional tourism offices and museums commissioning runs that sometimes sell out within days of issue.
