EuroSouvenir's zero-euro collector notes occupy a legal gray area that is more interesting than it first appears: they are produced on genuine banknote paper by a licensed security printer and are technically valid in the sense that no law prohibits issuing a note of zero value, yet they carry no spending power whatsoever. Oberthur Fiduciaire, one of the major French security printing houses, has produced the entire series under contract, lending real anti-counterfeiting features to what is essentially a high-end tourist memento.

This particular note tied to the Trevi Fountain was part of a broad Italian tourism rollout beginning around 2019, sold at kiosks and gift shops near the monument itself.
