The zero euro souvenir note program launched in France in 2016, with Oberthur Fiduciaire in Rennes producing the entire initial run. These are legal-tender novelties in the strictest technical sense — the ECB permits their issue — but they were never intended to circulate and never did. Rüdesheim am Rhein, the Rhine wine town famous for the Drosselgasse, was among the early tourist sites to commission an issue, tapping into a collector market that moved faster than most dealers anticipated.
