Oberthur Fiduciaire has produced the bulk of the Euro Souvenir series under license from the European Central Bank, which permits the zero-denomination format specifically to prevent these from functioning as legal tender while still carrying official euro security architecture. The hologram strip on this example is genuine banknote-grade, not a foil sticker — the same specification applied to circulating euro notes.
