EuroSouvenir notes occupy a curious regulatory niche — they are printed to European Central Bank dimensional and security specifications by licensed security printers, including Oberthur Fiduciaire, yet carry no legal tender status anywhere. The issuing "authority" is a commercial licensing arrangement, not a central bank. Oberthur's involvement lends genuine security printing credentials to what is functionally a retail souvenir.
The Stadsfeestzaal in Antwerp is a Belle Époque shopping hall completed in 1908, gutted by fire in 2000, and reopened after restoration in 2007. The note was issued through the venue's retail operation as a collectible tied to that specific site.
