Euro Souvenir notes are a collector-driven product launched in 2015, distributed through tourist sites and novelty shops across Europe. They carry no legal tender status anywhere and were never intended for circulation — the zero denomination makes that explicit. Oberthur Fiduciaire prints them to genuine banknote specification, same security substrate and intaglio work used on real currency, which is precisely what drives the secondary market for them.
The Verona issue is one of dozens in the Italian regional series released around 2019.
