The 0 Euro souvenir note program launched in France in 2016 as a Banque de France-sanctioned scheme sold at tourist sites, museums, and cultural attractions. Oberthur Fiduciaire printed them to genuine euro security specifications — same substrate, same feel — which was partly the point. The perforation on this specimen designation is the distinguishing mark separating it from the standard tourist issue of the same design.
Legal tender for nothing, technically. But they clear customs without question and have built a secondary collector market faster than most predicted.
