The 0 Euro souvenir note program was launched in France in 2016 by Richard Faille, who licensed the legal right to produce notes in euro denominations under EU regulations that permit zero-value collector issues — meaning these are technically valid in denomination only, with no redemption obligation. Oberthur Fiduciaire prints them to genuine banknote specification, including intaglio and proper security features, which is precisely the point: the collectibility depends on them being indistinguishable in construction from circulating currency.
By 2018 the program had expanded to hundreds of tourist sites across Europe. Each site commissions its own design through the EuroSouvenir network.
