The EuroSouvenir program — launched commercially in 2015 with the backing of the European Central Bank's explicit tolerance for zero-denomination collector pieces — licenses clubs, municipalities, and cultural institutions to produce legal-format notes with no monetary value. Sporting CP's 2018 issue is one of dozens produced for major European football clubs, printed by Oberthur Fiduciaire under the same security specifications used for genuine euro banknotes: UV-reactive ink, microprinting, and an embedded security thread.
Oberthur has produced genuine euro notes for Banque de France, so the technical standards here are not decorative.
