The zero euro souvenir note program was formalized around 2015 and has since become a significant secondary market in its own right, with Oberthur Fiduciaire — one of France's principal security printers — producing the bulk of the series under licensed arrangements with tourist sites across Europe. These notes carry genuine security features, including a holographic strip and watermark, which is partly why the program gained traction: collectors accustomed to banknote-grade paper respond to banknote-grade production.
Swarovski Kristallwelten, the permanent installation and museum in Wattens, Austria, opened in 1995 as a marketing project tied to the company's centenary. The 2020 issue date places this note in a particularly disrupted production and distribution year for Austrian tourist venues.
