Totalizator Sportowy is Poland's state-owned sports betting operator, established in 1956 and still the monopoly provider of lottery and Toto games in the country. This souvenir zero-euro piece was issued under the EBS program, which licenses the euro banknote format for commemorative purposes across non-eurozone countries — an arrangement that lets Polish institutions participate in the collector market despite Poland retaining the złoty. Oberthur Fiduciaire printed it on genuine 100% cotton substrate with a watermark, the same security paper specification used across the EBS catalog regardless of subject matter.
