The zero euro souvenir note program, administered by the UELM since 2015, operates on a straightforward commercial premise: notes are printed to legal-tender security specifications by Oberthur Fiduciaire — the same firm that produces genuine euro banknotes for several Eurozone states — but carry no monetary obligation whatsoever. Basilique Saint-Sernin is a logical subject; it is the largest surviving Romanesque church in Europe and a major stop on the Via Tolosana pilgrimage route to Santiago de Compostela.
