Euro Souvenir notes are a private collector series launched around 2015, produced under license and printed to European Central Bank specifications — same security features as circulating euro banknotes, including the EURion constellation and UV-reactive ink — but with zero legal tender status anywhere. Oberthur Fiduciaire, one of the handful of security printers with the technical clearance to produce them, handles much of the series output from its French facilities.

Valletta held the EU Capital of Culture designation in 2018, three years before this note's issue date — the timing reflects the souvenir market's lag, not any official commemorative program.
