The 0 Euro souvenir program was launched in France in 2015 by Richard Faille, with Oberthur Fiduciaire producing the notes to genuine euro security specifications — hologram, watermark, embedded thread — despite having no legal tender status anywhere. The Vatican has no euro coinage agreement with the European Central Bank that would entitle it to issue commemorative euros through official channels, which makes the souvenir route the only practical path for Vatican-themed euro-format notes reaching the collector market.
