The 0 Euro souvenir program was launched in 2015 by a French entrepreneur working with Oberthur Fiduciaire, the same security printer responsible for genuine euro banknotes in multiple EU countries. The arrangement gave the notes legal-tender-adjacent credibility in form — Oberthur prints them to the same technical security standards as circulating currency — while the zero denomination keeps them firmly outside any regulatory framework governing actual money.

Luxembourg's entry in the series is unremarkable within the program's broader output, which by 2019 had expanded to several hundred location-specific designs across Europe. Collectibility within the 0 Euro series is driven almost entirely by print run size, typically disclosed by the issuing retailer or tourist authority at point of sale.
