Wuppertal-Vohwinkel is a district associated with the western terminus of the Schwebebahn, the suspended monorail that has operated above the Wupper river since 1901. These zero-euro souvenir notes were introduced to the European market around 2015 by the Oberthur-connected distributor EuroBilletShop and have since proliferated into hundreds of regional and tourist-themed editions. Oberthur Fiduciaire prints them on genuine banknote stock with real security features — thread and colour-shifting ink — which is precisely the point: they feel authentic because the substrate and production methods are identical to circulating currency.
They carry no legal tender status anywhere, but German customs law has occasionally flagged bulk imports as counterfeit-adjacent, given the production fidelity.
