Euro Souvenir notes are collector-oriented commemoratives with no legal tender status, issued under license from the European Central Bank and printed to euro banknote security specifications — watermark, security thread, UV-reactive inks, the works — despite having no monetary function whatsoever. Oberthur Fiduciaire handles the majority of this series, applying the same production standards used for circulating currency.

Zhu De was one of the founding commanders of the People's Liberation Army and held the rank of Marshal of the PRC from 1955. His appearance on a euro-format souvenir note issued by CNAW — a Chinese-linked collector association operating within the European souvenir note framework — is an unusual crossover between two very different numismatic traditions.
