The 0 Euro souvenir program was launched in 2015 by Euro Souvenir, a private French venture, licensing the European Central Bank's visual idiom to produce legal-look collector pieces with no actual monetary standing. Oberthur Fiduciaire — one of the continent's principal security printers — produces the series, lending genuine banknote construction to what is essentially a licensed souvenir. The inclusion of a real security thread and hologram is a deliberate choice, not an affectation; it keeps the notes within the aesthetic register of circulating currency and prevents easy counterfeiting of the souvenirs themselves.
