Memo Euros are a long-running series of souvenir notes produced by private vendors for the tourist trade — they carry no legal tender status and were never issued by the European Central Bank or any national authority. The "0 Euro" denomination format was popularized after the ECB clarified in 2015 that notes denominated at zero could not legally constitute currency, opening a loophole that souvenir producers have exploited ever since. The Berlin edition is one of hundreds of city-themed variants in circulation.

The hologram strip is included purely to mimic the appearance of genuine euro security features, not because any regulatory body requires it here.
