Memo Euros are zero-denomination souvenir notes produced under license and printed to the same security specifications as genuine euro banknotes — same paper substrate, same intaglio printing, same Enschedé presses in Haarlem that have produced official currency since the early eighteenth century. The format was deliberately chosen to make the security features educational rather than decorative.
This example commemorates Miniatur Wunderland Hamburg, the largest model railway exhibition in the world, which opened in 2000 and has issued several souvenir items through various channels. The Memo Euro program gave it a credible vehicle: a note that cannot legally be mistaken for currency but is manufactured to the same physical standard as one.
