Hell Bank Notes are ritual joss paper burned at Chinese funerals and ancestral offerings, intended to provide the deceased with currency in the afterlife. The "Hell Bank Corporation" imprint is a mid-20th century commercial invention — a deliberate parody of Western banking aesthetics applied to a tradition that predates paper money itself. Khrushchev's appearance here is pure novelty production, aimed at the tourist and curiosity market rather than ceremonial use.
No issuing authority, no monetary system, no redeemable value — by any technical definition, this is printed ephemera.
