This is a "billete de fantasy" — a fantasy or novelty note produced in Spain during the final years before euro adoption, when a cottage industry of commemorative and gift-format paper pieces flourished around the peseta's impending retirement. The "Reader's Digest" designation almost certainly links it to a promotional insert or sweepstakes mailing rather than any banking authority. Banco de España never issued a one-million peseta denomination; the highest circulating note topped out at 10,000 pesetas.
