The Banco Nacional Ultramarino — a Lisbon-based colonial institution founded in 1864 — had no business issuing currency in 1999 by any ordinary logic. By then, Macau was weeks from handover to China, scheduled for 20 December 1999. This note exists because the BNU retained its role as sole issuer of patacas right through the transition, a contractual arrangement that survived the end of Portuguese administration entirely. The bank continues to share that role today alongside Banco da China.

Thomas De La Rue's involvement here is unsurprising — they had printed BNU Macau issues for decades by this point.
