Obverse description The national coat of arms of Panama occupies the central field, depicting a quartered shield bearing a sword and rifle, tools of labor, a cornucopia, and a wheel with a winged fasces, flanked by two ships representing the Atlantic and Pacific Oceans. An harpy eagle with spread wings surmounts the shield, and two cornucopias flank its base. The legend REPUBLICA DE PANAMA arcs along the upper periphery, with a row of nine stars beneath it. The denomination 1 BALBOA is inscribed along the lower periphery, with the fineness notation LEY 0.925 and the Franklin Mint mark appearing in the lower field beneath the shield.

Reverse description A bold right-facing bust of the Spanish conquistador Vasco Núñez de Balboa dominates the field, portrayed wearing an ornately engraved morion helmet adorned with intricate scrollwork and filigree designs. The explorer is depicted with a full beard and a ruffled collar visible at the neck, rendered in high relief with fine portrait detail characteristic of Franklin Mint craftsmanship. The legend VASCO NUÑEZ DE BALBOA arcs along the upper periphery in raised incuse lettering. The date of issue appears in the lower exergue.
