Panama issued this coin under the terms of a licensing arrangement with the IOC that allowed small nations with no meaningful Olympic presence to produce commemorative silver for the collector market — revenue generation dressed as cultural participation. Calgary 1988 was the Games at which Eddie "The Eagle" Edwards became unexpectedly famous for finishing last in ski jumping by an enormous margin, briefly making the discipline the most-watched event of those Games.
