Avondale and Arapahoe were adjacent unincorporated communities in Pueblo County, Colorado, served under the same Food Stamp Program administrative unit during the 1960s and 1970s. These small-denomination paper change tokens — sometimes called "scrip" — were issued by participating retailers to return fractional amounts to customers who paid for food stamp purchases with a coupon of higher face value than the transaction total. Federal regulations at various points either permitted or restricted this practice, and the rules shifted more than once.
The 1-cent denomination is the smallest issued in this program type, making survivors genuinely scarce — most were discarded immediately as practically worthless.
