Food stamp scrip of this kind emerged from a regulatory gap in the U.S. food stamp program: federal rules prohibited giving cash change for food stamp purchases, so some retailers issued their own paper scrip redeemable in-store for the odd cents left over from a transaction. Food Arena Discount Supermarkets operated primarily in the southeastern United States. The legality of these scrip issues was contested, and the USDA eventually moved to close the loophole — making retailer-issued food stamp change scrip a short-lived and geographically scattered phenomenon.
