The 1892 Dominican essai coinage was produced in Paris as part of a broader effort to establish a stable national currency system following decades of monetary chaos — the republic had cycled through Haitian gourdes, Spanish reales, and a succession of poorly controlled domestic emissions since independence in 1844. Essais of this period were struck at the Monnaie de Paris as trial or pattern pieces, submitted for official approval before any production commitment was made.
KM#E21 never advanced to circulation. The centavo denominations that did enter production came later, under revised specifications.
