A mule — the product of mismatched dies from different coin types — is rarely an intentional issue, and this piece is no exception. The National Bank has never officially explained the pairing, and surviving examples entered circulation before the error was caught, which is why most show honest wear rather than the clean surfaces typical of discovered mint errors pulled before release.
