Kuwait's Currency Board was established in the weeks immediately following independence from Britain in June 1961, and this note was part of the inaugural issue that replaced the Gulf rupee — a currency administered by the Reserve Bank of India that had served the Gulf states under British protection. The switch was abrupt: Gulf rupees were demonetized in Kuwait within days of the new dinar's introduction, at a fixed rate of 13⅓ rupees per dinar.
De La Rue's production for this first series predates Kuwait's central bank by over a decade — the Central Bank of Kuwait wasn't established until 1969, making the Currency Board issues a distinct and brief chapter in Kuwaiti monetary history.
