Samoa's numismatic program has long operated as a revenue-generating exercise aimed squarely at the collector market rather than circulation, and this issue is no exception. The "Happiness" theme belongs to a wave of colorized and shaped silver releases that Pacific island nations — Samoa, Niue, Palau, and Tuvalu among them — have licensed through European distribution houses, principally in Germany and the Czech Republic, since the early 2000s.
Elizabeth II died in September 2022, making this one of the final issues to carry her effigy under Samoan authority before the transition to Charles III.
