Tuvalu has long leveraged its Commonwealth mint relationship with the Perth Mint to produce themed collector issues bearing the effigy of Elizabeth II — a constitutional requirement that placed the British monarch on coins for a Pacific microstate with a population under ten thousand. The Harry Potter series, of which KM#151 is one piece, was timed to the peak of franchise licensing activity in the early 2000s, when Warner Bros. was aggressively monetizing the film rights acquired from Rowling.
These circulated almost nowhere. Tuvalu's legal tender designation is technical; the coins were sold directly into the collector market.
