This is not a government-issued note. "Queensland" dollar issues of this kind are novelty or souvenir items — they carry no legal tender status under the Reserve Bank Act 1959 and are not recognized by the Reserve Bank of Australia. Franck Medina is a French designer known for producing fantasy and regional "local currency" notes sold as collectibles, primarily through online marketplaces.
Paper composition is unusual for a post-2016 Australian-market collectible; the RBA's official polymer switchover was complete by 1996, so the paper substrate here is a deliberate differentiator — or a cost decision — rather than a historical holdover.
