Occussi-Ambeno is not a sovereign state. It is an exclave of East Timor — then still under Indonesian occupation in 1997 — with no independent monetary authority, no mint, and no legal tender framework. The "State Bank of Occussi-Ambeno" is a fiction, and coins issued under its name are fantasy pieces produced for the collector market, almost certainly by a private European manufacturer exploiting the then-unresolved political status of the territory.
The X# prefix in Krause confirms this: fantasy and non-standard issues sit outside the main catalog entirely.
