Obverse description Plain cream paper ground with a red letterpress-printed decorative border of foliate and scroll guilloche ornaments framing the entire face. The denomination panel, a solid black rectangle with white lettering reading UN FRANC, is centred in the middle field and flanked by symmetrical Art Nouveau vignette devices; two small vertical red bars appear at the left and right margins. Typeset legends in black occupy the upper and lower zones, and two manuscript signatures appear at the foot of the note, left for the Secretary and right for the Mayor, beneath the deliberation date of 3 November 1914.

Reverse description The reverse is largely unprinted, presenting a plain buff paper surface with show-through of the obverse letterpress text visible in mirror image. A circular violet ink official seal of the Communal Administration of Rumillies, bearing a heraldic lion passant at its centre, is applied by hand stamp in the upper left quadrant; the note exhibits the multiple fold lines consistent with circulation use.
