The IEOM was established in 1966 to replace the Institut d'Émission des Départements d'Outre-Mer as the monetary authority for France's Pacific territories — New Caledonia, French Polynesia, and Wallis and Futuna. These small-denomination francs circulated across communities whose nearest major city was often thousands of miles away, making resupply of coinage a genuine logistical problem rather than a routine treasury operation.
