This is not legal tender and never was. The "1 Million Dollar" denomination was a propaganda leaflet produced by the U.S. military during Operation Iraqi Freedom in 2003, designed to resemble currency closely enough to attract attention when dropped from aircraft over Iraqi positions. The psychological operations goal was to encourage Iraqi soldiers to surrender or defect, with the reverse typically carrying surrender instructions or messaging in Arabic.
Collected heavily as wartime ephemera, these circulated widely among U.S. troops as souvenirs before most made it home in kit bags.
