D.T. Mulligan operated a general store in Rockhampton during the early boom years of the Queensland interior, when the colony's retail economy ran substantially on private token coinage due to a chronic shortage of official small change. The Brisbane government had no immediate remedy, and merchants like Mulligan effectively issued their own currency to keep trade moving. Rockhampton tokens from this period are notably scarcer than their Sydney or Melbourne counterparts — the town's population was still thin in 1863, and production runs were correspondingly modest.
