The Territory of New Guinea was an Australian-administered League of Nations mandate, and its coinage — when it appeared at all — required approval through layers of colonial bureaucracy. This 1929 trial strike predates the territory's first circulating penny by a year; the regular issue wasn't confirmed until 1929 but struck for circulation in 1936. Trial pieces for this series were produced in extremely limited numbers to test dies and gain administrative sign-off, meaning survivors exist almost entirely in institutional or specialist collections. The KM# Pn1 designation confirms its pattern status — never intended for the cash economy of the Mandated Territory.
