El Bonillo is a small municipality in Albacete province, and like hundreds of Spanish towns, its ayuntamiento issued emergency fractional paper during the Civil War when Republican authorities commandeered metallic coin for the war effort. The Consejo Municipal stepped in to fill the resulting gap in small-denomination exchange — not as a monetary authority, but out of pure practical necessity.
