Mollerussa is a small agricultural town in the Pla d'Urgell comarca of Catalonia, and this note is one of the thousands of locally-issued emergency fractional pieces that flooded Spain during the Civil War after the Republican government's chronic shortage of small change made municipal and commercial scrip a practical necessity from 1936 onward. The Generalitat de Catalunya authorized Catalan municipalities to issue their own paper currency, which is why pieces like this exist at all — the alternative was no change whatsoever.
The dry stamp is the sole security measure, applied by hand with whatever official seal the ajuntament possessed at the time.
