Puerto Rico has no mint authority and issues no official coinage — this is a privately commissioned fantasy piece, almost certainly produced for the collector market under the "Rincón" branding that appeared in the late 2000s alongside similar pseudo-regional issues. The U.S. territory last had its own peseta-denominated coinage under Spanish colonial administration, abolished after 1898.
