Viladecans, a municipality south of Barcelona, was among hundreds of Catalan towns that issued emergency fractional currency during the Civil War years — small-denomination paper scrip to compensate for the near-total disappearance of coin from circulation. This 2003 piece is a commemorative replica of that wartime local issue, produced by the Fábrica Nacional de Moneda y Timbre at municipal request, almost certainly for a centenary or civic anniversary program.
The watermark is a notable choice for a replica — added to satisfy collector expectations rather than any anti-counterfeiting need.
