Nueva Vizcaya's wartime emergency issue is one of the more administratively unusual notes from the Philippine provincial series. The three signatories — Cirilo Torralba, Demetrio Quirino, and Rodrigo Rocha — reflect the trilateral authorization structure common to provincial guerrilla-era currency, where local officials co-signed to establish legitimacy in the absence of central banking infrastructure. Demetrio Quirino was a brother of Elpidio Quirino, who would later serve as President of the Philippines, a family connection that occasionally draws collector interest disproportionate to the note's scarcity.

Nueva Vizcaya was a small, landlocked province with limited printing resources, and the production quality of S793 notes varies accordingly.
