Rugged Island lies off the southwest coast of Livingston Island in the South Shetlands, a group formally claimed by Britain in 1908 — one of the earliest Antarctic territorial claims by any nation. The British Antarctic Territory itself was only constituted as a separate entity in 1962, split off from the Falkland Islands Dependencies for administrative purposes. Coins issued under this authority have never circulated in any meaningful sense; the Territory's permanent population is zero, with occupants limited to rotating scientific staff at Rothera and Signy research stations.
