Issued as part of the United Nations Food and Agriculture Organization coin program, which ran from the late 1960s through the 1980s and recruited dozens of member states to mint coins bearing FAO themes — often as much a fundraising and awareness mechanism as a circulating issue. Syria's participation reflected Ba'athist agricultural policy rhetoric of the period, when land reform and rural development were central to the government's public platform under Hafez al-Assad, who had consolidated power in 1970.

FAO issues from this era frequently saw limited secondary circulation, minted in quantities sufficient for distribution to program sponsors and collectors rather than heavy everyday use.
