The Amur Regional Zemstvo was one of dozens of local and municipal bodies forced into emergency note issue after the Provisional Government's collapse left the Russian Far East almost entirely without functioning currency. The Trans-Siberian Railway had already disrupted regular coin and note transfers from Petrograd, and by late 1917 the breakdown was total. Zemstvo scrip filled the gap — provisionally, reluctantly, and often with no realistic expectation of redemption.

S1222 sits within a broader wave of Siberian and Far Eastern local issues that Soviet authorities later declared void, making survival rates uneven and redemption records nonexistent.
