Obverse description The State Coat of Arms of the Republic of Belarus appears in high relief at the top of the obverse field. At center, the relief of the Order of the Patriotic War is prominently displayed, with the year of issue 2004 inscribed beneath it. The circular legend along the upper rim reads 'РЭСПУБЛІКА БЕЛАРУСЬ' (Republic of Belarus) in Cyrillic, while the lower rim bears the denomination inscription 'АДЗІН РУБЕЛЬ' (One Rouble).

Belarus issued this coin in 2004 as part of a broader commemorative program marking the 60th anniversary of the Soviet liberation of the republic from Nazi occupation. The partisan movement in occupied Belarus was among the most extensive in all of German-held Europe — by 1943, Soviet estimates placed the number of active partisans in Belarusian forests at over 150,000, harassing supply lines along the critical rail corridor feeding Army Group Centre.

The German anti-partisan campaign, Unternehmen Cottbus, killed tens of thousands of civilians in 1943 alone under the logic of collective reprisal.
