Belarus issued this coin in 2004 as part of a broader commemorative program marking the 60th anniversary of the Soviet liberation of the republic from Nazi occupation. The partisan movement in occupied Belarus was among the most extensive in all of German-held Europe — by 1943, Soviet estimates placed the number of active partisans in Belarusian forests at over 150,000, harassing supply lines along the critical rail corridor feeding Army Group Centre.
The German anti-partisan campaign, Unternehmen Cottbus, killed tens of thousands of civilians in 1943 alone under the logic of collective reprisal.
